The Consulta, the body acting as liaison between State institutions and San Marino citizens abroad, established in 1979 and presently regulated by Law n. 98 of 1997, performs the following major functions:
- to strengthen relations between San Marino citizens abroad and their motherland
- to directly inform the Secretariat of State for Foreign Affairs of the problems concerning San Marino emigrants throughout the world
- to urge the competent Authorities to consider the most important issues concerning San Marino Communities abroad
- to express the opinions of San Marino citizens abroad on the policies of the Country.
The Consulta is made up of the following bodies:
- the Assembly, representing all San Marino Communities abroad, held in San Marino at least once a year;
- the President of the Assembly, appointed annually by simple majority by the Assembly;
- the Office of the Presidents, made up of five members appointed annually by the Assembly, with the functions of organising and coordinating the activities of the Consulta, as well as of implementing the decisions of the Assembly.
The Secretary of State for Foreign Affairs presently in office is the Honourary President with the right to take the floor, but without the right to vote.
The Consulta is made up of:
- the Presidents and the representatives of the legally recognised Communities;
- the San Marino citizens representing de facto Communities (one per consular jurisdiction);
- two officials of the Foreign Affairs Department.
Upon invitation of the Office of the Presidents, the members of the Government and of the Great and General Council, as well as the Republics diplomatic and consular representatives with consultive status, may take part in the meetings of the Consulta.
The decisions of the Assembly are adopted by simple majority and the meetings are valid irrespective of the number of Communities present.
The works and the organisation of the Consulta are disciplined by an internal Regulation.
