News Strengthening of cooperation between the Republic of San Marino and the Principality of Andorra 25 May 2021

The official visit of the Head of Government of the Principality of Andorra, Xavier Espot Zamora, accompanied by a high-level political and diplomatic delegation, took place today in San Marino. The Republic has a particularly close relationship with the Principality, not least because of the joint process towards an Association Agreement with the European Union, which has enabled dialogue and exchange of views to be strengthened at all levels.

 

The visit of the Head of Government is therefore a further step forward towards the strengthening of cooperation at bilateral and multilateral level.

 

The Head of Government was welcomed at Palazzo Begni by the Minister of Foreign Affairs Luca Beccari, with whom an initial discussion on the main themes of the bilateral relationship took place.

 

Three important agreements were subsequently signed in the same venue: the Memorandum of Understanding on Friendship and General Cooperation, the Protocol in the area of Health, Medicines and Medical Devices and the Convention for the elimination of double taxation with respect to taxes on income and on capital and the prevention of tax evasion and avoidance. These agreements were signed by the competent Ministers and, on the Andorran side, by the Head of Government and the Minister of Finance.

 

This visit allowed for an in-depth discussion on the topics of the agreements, signed in the presence of the competent technical delegations, and on the fact of being two countries with common characteristics in a European regional context, which requires adequate resources and tools to meet the challenges of the single market.

 

In this regard, it was agreed that common strategies should be developed within the main Community institutions.

 

A special focus was devoted to the health emergency. The respective positions were expressed, as well as the need to relate to supranational institutions in order to obtain full recognition of the vaccinations carried out and to allow the consequent mobility of citizens.

 

Collaboration opportunities were explored between the Finance Ministers of the two countries, with a view to establishing an increasingly fruitful economic and financial cooperation.

 

The willingness of the two parties was expressed to set up working groups composed of technical delegations, which can meet in Andorra and San Marino to discuss various topics of common interest, starting from the common economic reconversion, and to identify agreements favourable to economic, tourist and commercial development.

 

The Andorran Delegation was then received in Audience at the Government Building by Their Excellencies the Captains Regent Giancarlo Venturini and Marco Nicolini, where the two Government representatives of the Principality were conferred San Marino Honours.
