News Convention and Administrative Agreement on Social Security signed in Buenos Aires 29 August 2023

On 25 August, at the seat of the Argentine Ministry of Foreign Affairs, two important social security agreements were signed, namely:

 

- the Convention on Social Security between the Republic of San Marino and the Argentine Republic;

- the Administrative Agreement for the Application of the Convention on Social Security between the Republic of San Marino and the Argentine Republic.

 

The agreements were signed by the Ambassador of the Republic of San Marino to Argentina, Giovanni Maria d'Avossa, and the Argentine Minister of Foreign Affairs, Santiago Andrès Cafiero, in the presence of the Minister of Labour, Employment and Social Security, Kelly Olmos, and the Minister of Territorial Development and Habitat, Santiago Maggiotti.

 

The signing reflects the significant strengthening of bilateral relations following the last two official visits paid by the Minister of Foreign Affairs, Luca Beccari, to Argentina, which gave new impetus to the negotiation process.

 

Indeed, the Convention was signed following a complex negotiation; it recognises the right to equal treatment to be accorded to the workers of each party and contains common provisions on the assessment and enforcement of social security contributions. It also provides for administrative facilitations and exemption from any requirement of legalisation of certificates, to allow for document exchange and for the cumulation of pensions rights of the citizens of both states.

 

This important agreement was drafted together with San Marino Ministry for Health and Social Security and the competent officials of the Social Security Institute, who carried out constant technical and political examinations with their counterparts, with the aim of achieving the best treatment opportunities for their respective citizens.

 

"This agreement will help solve several problems in the interest of San Marino and Argentinian nationals, who have been urging the Government to intervene during the annual meetings of the Council of San Marino citizens living abroad for some time now,' said Minister Beccarti. 'We continue working on the recognition of qualifications, in order to ensure that citizens who had work and training experience in both countries are no longer penalised”.
